Belize and Guyana strengthen cooperation through public sector knowledge exchange

By Zoila Palma:  A delegation from the Government of Belize conducted a three-day Knowledge Exchange visit to the Cooperative Republic of Guyana from September 8 to 10, 2026, aimed at strengthening capacity in public-sector management, digital transformation, procurement and project cycle management.

The exchange, coordinated by the High Commission of Belize in Guyana, provided Belizean officials with an opportunity to engage their Guyanese counterparts, examine institutional practices and learn about digital tools and systems being used to improve government service delivery, project implementation and oversight.

The Belize delegation included officials from the Ministry of Finance, Investment, Economic Transformation, Civil Aviation and E-Governance. Discussions focused on project monitoring and oversight, public-sector investment programme planning, procurement reforms, e-Procurement, digital identification and digital government services.

Officials also examined Guyana’s National Digital Management Authority and its experience with E-ID and digital transformation. Presentations highlighted digital systems and innovations supporting service delivery in areas including health, public safety and law enforcement, and agriculture.

Chief Executive Officer for Economic Transformation Carlos Pol said the exchange provides Belize with an opportunity to identify practical approaches that could support the country’s development priorities. “Knowledge sharing among countries in the region allows us to learn from practical experiences, including both successes and challenges. This exchange will help Belize identify approaches that can strengthen project management, procurement, digital transformation, and overall public-sector effectiveness.”

CEO for E-Governance Jose Urbina highlighted the importance of digital innovation in modernizing government services. “Digital transformation is no longer simply about introducing technology; it is about rethinking how Government operates and how citizens access public services,” he said.

The visit is expected to lead to continued technical cooperation, including support for Belize’s digitalization efforts, healthcare workforce capacity-building, PSIP management and oversight, and e-Procurement. The Government of Belize thanked the Government of Guyana, the High Commission of Belize in Guyana and the Inter-American Development Bank for facilitating the exchange.
