Belize waits on Canada before deciding Kennedy Carrillo’s future

Kennedy Carrillo is still Belize’s Permanent Representative to the International Civil Aviation Organization, more than a month after Canadian police detained and questioned her.

The Government has made no move on her appointment, and according to Minister of Foreign Affairs Francis Fonseca, it cannot until Canada finishes its work.

Speaking to Love FM, Fonseca said Belize has heard nothing since granting a limited waiver of her diplomatic immunity in late July.

“We are awaiting a further report from the authorities in Canada, in Toronto,” he said. “As soon as we receive it then we’ll be able to review it and discuss it and make whatever decisions are required.”

Carrillo was identified as the alleged aggressor in a reported domestic dispute. Neither government has disclosed the circumstances.

The waiver Belize granted, at the request of the Canadian Embassy in Guatemala, was narrow. It permits the investigation to proceed but leaves her other diplomatic protections intact.

She took up the ICAO post in September 2025, after Belize won a seat on the organisation’s 36 member council.
