Mozambique INCM Develops Tariff System to Improve Mobile Data Transparency

Mozambique’s Communications Regulatory Authority (INCM)  is developing a new Tariff Management System aimed at improving transparency around telecommunications tariffs and mobile data packages, with the platform expected to become operational in November 2026.

The regulator said the initiative follows concerns raised by consumers through social media and other communication channels over the rapid depletion of mobile data packages. The complaints relate to transparency in data consumption measurement, service quality and consumer protection.

Once operational, the system will enable INCM to monitor tariffs and packages offered by telecommunications operators, compare different offers and determine the effective price of services, including applicable conditions and validity periods. It will also allow the regulator to verify the conditions applied to consumers and strengthen accountability in the provision of telecommunications services.

For mobile data services, INCM said it wants to ensure that the advertised validity of data packages provides meaningful value to consumers. The regulator also aims to prevent situations where a package expires or the data volume is exhausted in a way that causes an abrupt interruption of service before the announced validity period.

Alongside the new platform, INCM is restructuring telecommunications packages as part of efforts to promote solutions that are more predictable and transparent for consumers.

The regulator has also called on operators to provide clear, accessible and verifiable information on data consumption, remaining balances and the conditions attached to individual packages. Operators are expected to explain the factors that determine mobile data consumption.

INCM said it will continue monitoring consumer complaints and work with operators to improve service transparency and quality. Where there are indications of irregularities in data accounting, the regulator said it will conduct technical checks and take appropriate regulatory measures.

Consumers have been advised to first use their operators’ complaint channels, including the number 100. If complaints are not adequately resolved, they can escalate them to INCM through its website, Consumer Portal, email, free customer line 1789, or by letter.
