Salima District Council chairperson Fazili Adam says the council has put in place measures to ensure transparency in the implementation of projects under the Reformed K5 billion Constituency Development Fund (CDF) in the district.
Speaking on Wednesday at Salima community ground during the launch of the projects, he said the council wants Salima to serve as an example in implementing development projects.
The launch comes after government revised the CDF implementation with a new policy framework and guidelines for the 2026/27 fiscal year, increasing the allocation from K220 million to K5 billion per constituency.

Said Adam: “As a council, we sat down with directors to discuss and warn each other against corruption and other malpractices that could derail the implementation of the CDF projects.
“Our aim is to improve people’s lives through our projects and no one should be left behind.”
He also warned loan beneficiaries against defaulting repayments, stressing that servicing loans is important to ensure that more people benefit from the fund.
“The council will not neglect its responsibility to ensure that beneficiaries repay the loans,” said Adam.
Salima District Council Development Committee chairperson Peter Kadam’manja said the council is committed to use CDF resources prudently.
“We know that these are public funds meant to support councils to implement projects to improve the delivery of social services. Therefore, we will not allow any misuse,” he said.
Traditional Authority Kalonga urged community members to report any cases involving theft of materials for CDF projects.
