Hlabisa races to pass Coalition Bill before elections
Hlabisa moves to fast-track Coalition Bill before local government elections.
Cooperative Governance Minister Velenkosini Hlabisa says efforts are underway to ensure that the Municipal Structures Amendment Bill of 2024, also known as the Coalition Bill, is passed before the local government elections.
The Bill seeks to provide a legislative framework to guide the formation and management of coalition municipalities in the country.
There has been some criticism of the bill, with some parties calling for its withdrawal.
The local elections are set to take place on the 4th of November.
Hlabisa says a framework is needed to ensure that there’s stability in municipalities that are governed by coalitions.
“If you don’t have a framework, sometimes there are different approaches. But if there is a framework, it regulates everybody. The framework will have to entrench that there must be an agreement, a written agreement. And the agreement is binding for five years, so that when you get into a coalition you must know, I’m not gonna wake up tomorrow and decide otherwise,” Hlabisa says.
