A senior crime prevention consultant has issued a strong condemnation of the deadly shooting at the Soufriere Mini Stadium, warning that the incident signals deeper systemic issues that demand urgent, coordinated intervention.
Dr. Montelle Felix, Research Officer within the Department of Crime Prevention under the Ministry of Home Affairs, Crime Prevention, Conflict Resolution and Persons with Disabilities, described the April 27 shooting as a “serious and unacceptable violation” of a space intended for youth development, recreation and community engagement. He stressed that the attack goes beyond individual harm, striking at the very environments designed to foster discipline, mentorship and positive social interaction among young people.
According to Dr. Felix, incidents of this nature are particularly troubling because they undermine spaces that should serve as safe havens. He noted that when violence infiltrates community facilities, it not only creates fear but disrupts opportunities for growth and engagement that are critical to youth development.
From a crime prevention standpoint, Dr. Felix cautioned against viewing the shooting as an isolated occurrence. He explained that violence is often shaped by identifiable social and environmental factors, including exposure to violence, weakened social bonds, and gaps in early intervention and reintegration systems. In this context, he emphasized that effective responses must extend beyond reactive policing and instead reflect a broader, systems-based approach involving law enforcement, social services, community institutions and families.
Highlighting the importance of maintaining the integrity of community spaces, Dr. Felix underscored the role of sporting facilities in promoting social cohesion and offering positive pathways for young people. He warned that allowing lawlessness to take root in such environments risks eroding their purpose and deterring community participation.
The Ministry of Home Affairs, Crime Prevention, Conflict Resolution and Persons with Disabilities, he added, remains committed to advancing evidence-based strategies aimed at reducing violence and strengthening public safety. Dr. Felix further noted that the Soufrière incident must serve as a catalyst for more targeted and sustained interventions, particularly within high-risk communities.
As investigations into the shooting continue, the call for a comprehensive and collaborative approach to crime prevention is growing louder, with officials urging a shift from reactive responses to long-term solutions that build safer and more resilient communities
