THE City of Surrey celebrated the start of construction on the second phase of road widening in Campbell Heights with a groundbreaking ceremony on Wednesday.

The $14.4 M project includes road widening from two to four lanes on 32 Avenue from 176 Street to 184, and a new multiuse pathway on the south side to make it safer for residents to cycle or walk along the corridor.

The project is part of a multi-phased program for improved transportation and goods movement in Campbell Heights, providing multimodal infrastructure on 32 Avenue from 176 Street to 196 Street.

“32 Avenue was prioritized as part of our strategic transportation short-term projects to support the City’s growing population and economy,” says Surrey Mayor Brenda Locke. “As we expand the Campbell Heights industrial area, enhancing access along this corridor is vital—not only to keep traffic moving but also to ensure our workforce can reach jobs more safely and efficiently. Better infrastructure means more opportunities for residents to access employment centres, which is essential for supporting local businesses, creating jobs, and strengthening our regional economy. I want to thank TransLink for their continued partnership in helping fund these improvements, which will make a real difference for workers, residents and the future of Surrey.”

With 32 Avenue designated as a truck route in the region’s Major Road Network, TransLink is contributing $7.2 million towards construction of additional vehicle lanes and a multi-use pathway for the first two phases of 32 Avenue widening.

“We’re proud to support the City of Surrey in delivering important infrastructure that keeps pace with our region’s growth,” says TransLink CEO Kevin Quinn. “By funding road, pedestrian, and cycling improvements in the Campbell Heights area, we’re helping to create a safer, more connected, and sustainable transportation network. Projects like this are essential to moving people and goods efficiently throughout Metro Vancouver.”

Construction on phase two from 176 Street to 184 is anticipated to be completed by fall 2026. The contract also includes upgrades to drainage infrastructure to improve drainage conveyance to Erickson Creek and support future upland development.

Construction of phase one 32 Avenue road widening from 184 Street to 188 Street was completed in June. As part of that contract, the City also delivered BC Hydro’s planned duct bank to service the Campbell Heights area to minimize impacts on road users and provide opportunities for economies of scale. The duct bank work was funded entirely by BC Hydro.

Construction on phase 3 of 32 Avenue improvements from 192 Street to 196 Street will commence in 2027.
