A Model of Consistency, Reliability and Teamwork: Who the People and Municipality need to lead Belize City?

PAID CONTRIBUTION: A momentous decision is coming, one that will determine and define the next generation of leadership at City Hall in the heart of the Old Capital, which remains the nation’s commercial and corporate center.

The challenge is to choose the right mix of talent, proven ability, discipline, focus and innovation to lead the next phase of development and management in the affairs of the city, serving not only its residents, but also those who come to Belize City to work, do business, access essential services and contribute to its economic and social life.

Fortunate for the incumbent party (the PUP), it has the distinct, dual pleasure and challenge of choosing the better of two good options, two mayoral candidates who are both proven, yet youthful political leaders. But, of course, only one can lead at this time, and the decision has to be made.

We know both individuals well enough, have studied their development in politics, and are attentively tuned in to their campaigns, what is motivating and driving them, what they are projecting, promising and prepared for, and the network of individuals and institutions that constitute their primary and extended support base.

In the interest of time and space, let’s cut to the chase and candidly state that we believe the contest is both fierce and respectful, as it should be, but in our informed view the balance is tilting perceptibly, if not leaning heavily, in favor of Eluide Miller; and when the votes are counted, the decision by the Party’s delegates should bear this out.

While each delegate might have had their favorite from the start, collectively they will make the momentous decision in the best interest of the party, the municipality and the populace. And while we will not attempt to pre-empt or pressure them unduly, we are considerably versed with the positions and observations that would have informed and influenced that decision. We also believe we have an obligation to emphasize and reinforce what we perceive as the strong points that the better candidate of choice possesses.

Eluide Miller currently serves as Deputy Mayor, and those who work with him or come in contact with him regularly will tell you he is no nominal nor average Deputy Mayor, but is fully engaged and gets things done, both administratively and on the ground.

This is not surprising because, even before he ran for office, Miller has been a key figure and force behind the scene in the administration at City Hall, including that period of time while his fellow PUP mayoral candidate rival, Allan Pollard, was serving as Deputy Mayor.

The foundation and preparation for efficiency in public life was laid in Eluide’s formative years where Belize City has always been central to his story. He attended Port Loyola Pre-School, St. John’s Vianney RC Primary School and Anglican Cathedral College, experiences that gave him a deep appreciation for the city’s communities and people. Later, he served as Student Government President at the University of Belize. Those earlier years would later be complemented by his service within City Hall, where he came to understand not only the character of Belize City, but also the inner workings of the municipality responsible for serving it.

At City Hall, he has cultivated a reputation of hard-work, consistency, reliability, accessibility, and a spirit of teamwork in every task, endeavor and position. There’s a reason the overwhelming majority of his fellow councilors and colleagues at City Hall endorse and support him to be the next Mayor of the municipality. That is because, when Eluide is in the game or on the ball, other players and the entire team around him perform better.

His previous service as a City Council employee since 2019 afforded him intimate knowledge and understanding of the internal workings of City Hall and the practical realities of delivering municipal services across Belize City.

Serving his early years in the Council’s Finance Department, Miller worked, at one point or another, at virtually every desk within that department. The experience gave him firsthand exposure to the financial and administrative machinery that keeps the municipality functioning. He later transitioned to a key position in the Office of the Mayor, broadening his exposure beyond Finance and working closely with departments across the Council.

As a City Councilor, Miller’s experience has not been limited to discussions and decisions around the Council table. He has also been directly involved in the work required to convert those decisions into action, helping to develop, coordinate and execute solutions on the ground.

This kind of background and résumé, we believe, will contribute immeasurably to making him an effective Mayor, because he has experienced the Council’s operations from the inside, working alongside staff, understanding departmental processes and witnessing firsthand how decisions move from concept and policy at the executive level to actual implementation.

But, beyond City Hall, Miller has been instrumental in helping to build strong partnerships and networks which advance the purpose and mission he shares with countless individuals within his Party, and in every organization, community and grouping with which he has engaged. That is why he also enjoys strong support from so many ministers of government, standard bearers, constituency organizers, and community leaders at large.

Indeed, one of the most consistent, compelling features of Miller’s service has been his constant presence and accessibility. Whether it is a community consultation, public meeting, city festival, super sale, city bike ride or triathlon, Eluide has made a conscious effort to be there. Over the years, he has become a familiar face at activities across Belize City where residents have an opportunity to dialogue directly about the issues affecting them.

His kind of community spirit and dedication is infectious, universally useful, immeasurably impactful, and tremendously transferable to whatever the task at hand or the overall mission and purpose is. That is why we believe the majority of PUP delegates in the relevant constituencies and electors throughout the city will want to cast their vote for Eluide Miller as the next Mayor to continue the great work and transformation that is well underway in the Old Capital.

All this confirms Miller is ready to be Mayor and needs no on-the-job training. But there is one specific, additional component of his profile and résumé which confirms he is not just ready to lead the City Council in the present, but also equipped and conditioned to be the Mayor for the future. That is his proficiency and propensity to employ new technology in managing and modernizing the council’s operations and the city’s development. In fact, within Management Information Systems (MIS) and E-Governance, he has been the person spearheading the Belize City App project, a platform that will tremendously enhance the manner in which residents access information and interact with the Council.

While major new bridges are physically under construction, there’s also a critical need to bridge the metaphorical divide between the tried and proven methods of hard-work, consistency and dedication on one hand, and the application of technology, innovation and modernization on the other.

The PUP has two great options for its next Belize City mayoral candidate, but from all we have seen, heard and witnessed, Eluide Miller is clearly the man most ready for the job; and the city seems ready for him as captain at the helm of its continued growth, development and transformation.

That is our humble view and informed perspective from where we stand. Now, let the delegates decide!
