Chicago Housing Authority Board awards contracts to 8 private property management firms

At July 2026 Meeting, the CHA Board of Commissioners Approved the New Contracts, Expanding and Diversifying the Agency’s Vendor Pool

The Chicago Housing Authority (CHA) today announced that it has awarded new contracts to eight private property management (PPM) companies for managing CHA-owned residential properties. The expanded vendor pool includes four vendors who are new to CHA and gives the agency new flexibility to move and assign units based on vendor performance. This new approach is designed to strengthen service delivery and the agency’s ability to respond to resident needs and to hold vendors accountable.

Since 2000, CHA has contracted with third-party PPM vendors to manage residential properties. Effective property management is central to CHA’s strategy to protect its real estate portfolio and support safe, healthy communities. Key to this strategy is diversifying CHA’s PPM pool to strengthen vendor performance and, in turn, improve services for residents. Under these contracts, PPM companies oversee and manage occupancy and leasing, rent collection, lease enforcement, building operations, routine and emergency maintenance and repairs, property inspections, financial reporting, and more.

The eight companies were selected through a competitive procurement process conducted in accordance with U.S. Department of Housing of Urban Development (HUD) regulations and evaluated on qualifications, past performance, approach and work plan, organizational structure, and MBE/WBE compliance. The contracts have a base term of three years, with two optional one-year extensions. The CHA Board of Commissioners also approved extending CHA’s current PPM contracts through the end of 2026 to provide ample time to transition vendors.

Resident Voice: A PhD at 75

Also at this month’s meeting, the Board heard from Dr. Deniece Rogers, 75 and a resident of the Zelda Ormes Senior Apartments, who shared her story of returning to school in her late 50s after retiring from her career as a school bus driver. Dr. Rogers’ path back to school started at a CHA adult learner event, after having grown tired of being the only sibling in her family without a college degree. Seventeen years later, after earning her bachelor’s and master’s degree, she received her PhD in Education and Leadership from DePaul University in June.

“They are all so excited. I’m the only one with a PhD,” said Dr. Deniece Rogers. “I told my nieces, nephews, and even my great-grand nieces, ‘Now, there are no excuses. If your oldest auntie can get a college degree, so can you.’ You can get an education at any age.”
