The Local Government Board has officially appointed Warren Chiwawa as the substantive Chamber Secretary of Harare City Council, following a selection process that began two years ago.
A letter dated February 2026, obtained by NewZimbabwe.com and signed by Local Government Board Chairperson S. Chakaipa, confirmed the appointment.
“All three candidates who were forwarded to the Local Government Board were interviewed on December 19, 2025. After thorough deliberations and consideration, the Local Government Board was satisfied that Mr. Warren Sean Chiwawa had a distinct edge over the other candidates in terms of experience and exposure.
“The Local Government Board resolved through Resolution Number LGB 039/5, and acting upon the powers vested in the Board in terms of Section 123(c) as read together with sections 133 and 135 of the Urban Councils Act (Chapter 29:15), approves the appointment to the position of Chamber Secretary for Harare City Council. If he declines, Council may re-advertise the post,” reads the letter in part.
Other candidates vying for the post included former Chitungwiza Municipality Chamber Secretary Charity Maunga, Harare Council legal officer Alice Zeure, Harare City Council’s Acting Legal Manager Ernest Mushava and Sports and Recreational Creation Head of Legal and Company Secretary Angeline Mudada.
Chiwawa currently serves as Board Chairperson for Rufaro Marketing Board and as a director and board member at Sunshine Development Pvt Ltd.
