By Breaking Belize News Staff: Belize’s Permanent Representative to the International Civil Aviation Organization (ICAO), Kennedy Carrillo, was reportedly detained and questioned by Canadian police on Tuesday following an alleged domestic dispute.
According to reports, Carrillo was identified as the alleged aggressor in the incident, although the circumstances surrounding the matter have not yet been fully verified.
Reports indicate that the Ministry of Foreign Affairs has reportedly been in communication with Canadian authorities as it seeks to establish the facts surrounding the incident.
Carrillo, a former Chief Executive Officer in the Ministry of the Blue Economy and Civil Aviation, was appointed Belize’s Permanent Representative to ICAO in September 2025.
Her appointment followed Belize’s historic election to Part Three of the ICAO Council during the organization’s 42nd Assembly, marking the first time Belize secured a seat on the 36-member executive body.
Should the government decide to recall Carrillo and appoint another representative, such a change would not affect Belize’s seat on the ICAO Council.
