Egypt’s Minister of Investment and Foreign Trade Mohamed Farid Saleh, has appointed Mohamed Ayyad as Assistant Minister for Promotion and Strategic Communication under Decision No. 198 of 2026, tasking him with attracting foreign investment and enhancing the country’s economic competitiveness.
The appointment is part of the ministry’s strategy to build an integrated system for strategic communication, media, and investment promotion. The initiative focuses on developing institutional messaging, positioning Egypt as a qualified investment and trade destination, and expanding communication channels with local and international business communities and economic institutions.
Ayyad stated that the upcoming phase will focus on developing the ministry’s promotion and strategic communication system in accordance with international practices. He added that the goal is to reflect the investment fundamentals of the Egyptian economy and reinforce the country’s position as a regional hub for investment and trade through modern communication tools and effective partnerships with international investment institutions.
Ayyad brings over 18 years of professional experience in capital markets, non-banking financial activities, economic media, and institutional communication. He has held numerous executive and advisory positions focused on strategic communication, institutional promotion, economic content management, and the development of awareness campaigns.
Most recently, Ayyad served as Advisor to the Chairman of the Financial Regulatory Authority (FRA) and its affiliates from September 2021 to February 2026. In this capacity, he oversaw institutional communication, media promotion, public relations, design, and electronic publishing. He also managed media portfolios for FRA affiliates, including the Egyptian Institute of Directors, the Financial Services Institute, and the Regional Centre for Sustainable Finance.
During his tenure at the FRA, Ayyad established the authority’s first integrated media centre, podcast, television, and media studio. He served on several specialised technical committees, including the finance committee, the incorporation and licensing committee for non-banking financial activities, and the committee for deciding on financial technology application requests. He also coordinated communication files with international organisations, notably the International Organisation of Securities Commissions (IOSCO).
Additionally, he led national awareness campaigns in cooperation with the Egyptian Insurance Federation, the Egyptian Exchange, Misr for Central Clearing, Depository and Registry (MCDR), insurance companies, and the media. These initiatives included the insurance awareness campaign “Insure First… You Won’t Start from the Beginning” and the capital market campaign “With a Share… You’re a Partner,” designed to promote financial literacy, responsible investment, and financial inclusion.
Prior to joining the FRA, Ayyad was Deputy Assistant Chairman of the Egyptian Exchange from December 2017 to August 2021, where he managed media, promotion, and communication with the business community. He also served as an advisor to the Arab Federation of Capital Markets, Managing Editor at the Extra News channel, and held leadership positions in specialised economic newspapers.
He has delivered specialised lectures at the Financial Services Institute on the structure and targets of the non-banking financial sector to audiences including judges and economists. His expertise spans capital markets, insurance, mortgage finance, financial leasing, factoring, consumer finance, small and medium enterprise (SME) finance, banking, and economic media.
Ayyad holds a Master of Business Administration from the Arab Academy for Management, Banking and Financial Sciences and a Bachelor of Economics from Cairo University’s Faculty of Economics and Political Science. He has completed a leadership programme at the National Training Academy, a training programme at the International Monetary Fund (IMF) in Washington, and various professional programmes in investor relations, governance, risk management, real estate valuation, financial journalism, and public policy. He also participated in a joint programme with the Egyptian Ministry of Planning on evidence-based development policies in Indonesia.
