Ghana Clears MTN, Telecel and Goal Telecom for Next Stage of 5G Spectrum Licensing

Ghana’s National Communications Authority (NCA)  has completed the qualification stage of the 5G spectrum licensing process, clearing three applicants to proceed to the next phase of the selection process.

In a press release dated September 9, 2026, the NCA said it received four applications for spectrum licences in the 700 MHz, 2.3 GHz and 3 GHz bands. The submission deadline was 5:00 p.m. on August 27, 2026.

Following an eligibility review and technical qualification assessment under Envelope A, the regulator determined that three applicants met the requirements to proceed.

The qualified applicants are Scancom PLC (MTN Ghana) , Ghana Telecommunications Company Limited (Telecel Ghana),  and Goal Telecommunications Ltd .

Infrav Ltd was the only applicant that did not qualify. The NCA said all applicants had been formally notified of the Authority’s decisions, including reasons where applicable.

Only the three qualified applicants will proceed to Stage 3 of the selection process. As a result, the Envelope B submission from the non-qualified applicant will not be opened.

The NCA said the qualified applicants will separately be notified of the date, time and venue for the opening and ranking of their Best Price Offers, marking the next stage in the process to allocate the available 5G spectrum.

The licensing process covers spectrum in the 700 MHz, 2.3 GHz and 3 GHz bands, which are expected to support the expansion of advanced mobile broadband and 5G services in Ghana.
