MOGADISHU (Somaliguardian) – Somalia’s President Hassan Sheikh Mohamud on Sunday signed a copy of the country’s new Constitution, flanked by the speakers of the lower and upper houses of the nation’s bicameral Parliament, and announced that his government would begin implementing it.
The signing followed the Constitution’s contentious approval by Parliament last week during a session from which opposition lawmakers had been barred. Critics argued that the vote did not achieve the constitutionally required two-thirds majority of the total membership of the bicameral legislature.
After signing the document, Mr. Mohamud said his administration would proceed with its implementation, describing the Constitution as a foundational framework for government institutions to safeguard citizens’ rights and to guide the country’s political and institutional trajectory.
The new constitution was rejected by the regional states of Jubaland and Puntland, as well as by opposition leaders. They said they did not recognize the new Constitution and would instead continue to recognize the provisional Constitution under which a broad national consensus had been established in Garowe in 2012.
According to those critics, any amendments to the provisional Constitution undertaken without such consensus are illegal and constitute a unilateral attempt to advance the interests of a single political party.
