A CITIZENS Coalition for Change (CCC) faction led by Sengezo Tshabangu has called for a national consensus government to break the cycle of conflict amongst political outfits through dialogue.
In a statement to mark Zimbabwe’s 46th Independence Day celebrations, CCC interim national spokesperson Nqobizitha Mlilo, on the eve of the commemorations, said Zimbabwe needed a politically managed revolution leading to national unity and development.
His only prayer, he expressed, was to see the passing of the recently proposed Constitutional Amendment Bill No. 3 (CAB3) in Parliament paving way for a Government of National Consensus.
Consensus democracy is a political system that focuses on power-sharing, minority representation, and broad agreement, rather than majority rule.
“Zimbabwe needs a managed political rapture, a fundamental break with a past of strive and conflict to one of national unity, and nation building through genuine national consensus produced by a sincere national dialogue.
“Our objective political realities demand this, and to achieve these laudable national objectives, we propose that, in the event that Parliament passes Constitutional Amendment Bill Number 3 into law, the President elected by Parliament should, in a collaborative manner, establish a government of national consensus which reflects the diverse views and sectors of our society,” Mlilo said.
Further, he explained that this government of national consensus should deliberately focus on improving the country’s health and education sectors, respectively, as well as all social indicators.
The spokesperson highlighted that in view of the calls, the party principal, Tshabangu, leader of the opposition in Parliament, was mandated to immediately meet with the Chief Whip of Zanu PF, a position currently held by Pupural Togarepi, to cobble out a proposal with ruling party legislators and report to the Party Parliamentary Caucus and Local Government Caucus without delay.
“Tshabangu is mandated to write to the responsible office in Zanu PF for direct party to party talks on and about this proposal. We are ready to talk,” Mlilo said.
He said the legitimacy of CAB3 was not to be measured through the lenses of the loudest as the least amongst us should be heard.
“Our constitution anticipates different views on many aspects of our common affairs. We call on all to respect different views on the many issues that are on our national radar. This is the only way we can build a society genuinely united,” added Mlilo.
According to CCC spokesperson, the Independence Day gave a promise to each country to find sufficient consensus amongst everyone as to the country’s collective future.
“As the undisputed heirs and trustees of this country, we salute and venerate those who fought, gallantly, for our liberation,” he said, pledging CCC would never to betray the cause of freedom.
“Chief amongst Zimbabwe’s achievements is the return of the land to the black African majority. Whatever its challenges, the land reform process has, on a balance, been successful.
“There is no better fidelity to the values and goals of the struggle for national liberation than a guarantee to all our people that the land reform process is continuous and irreversible.”
He also admitted that the rise of opposition movements had exposed the country’s unresolved issues.
“We must face the headlights of those challenges head on. This Independence Day is a historic moment for social engineering our society to a permanent resolution of all our national fault lines and grievances.
“It is no fate of time that this Independence Day happens at a seismic time of public debate on Constitutional Amendment Bill Number 3, a Bill with far reaching implications for our envisaged democratic state.”
He viewed the spirit, motivation and intent of the Bill as a possible route to permanent stability of Zimbabwe, offering a process for midwifery of generational transition, delicately balancing stability, continuity and change.
