Ethio Telecom Eyes Strategic Partnership with Inspur to Accelerate Digital Transformation

Ethio Telecom  is advancing plans to deepen Ethiopia’s digital transformation following high-level strategic discussions with Chinese technology firm Inspur Software Technology Co., Ltd.  and infrastructure company Shandong Hi-Speed Road & Bridge International Engineering  on a potential long-term partnership.

The meeting, hosted by Ethio Telecom Chief Executive Officer Frehiwot Tamru, brought together Inspur Software Technology Board Chairman Lin Shuai and Gao Xinjie, Deputy General Manager of Shandong Hi-Speed Road & Bridge International Engineering. The discussions focused on establishing a strategic partnership that combines advanced digital technologies with modern infrastructure development in line with Ethio Telecom’s “Next Horizon” strategy.

According to Ethio Telecom, the proposed collaboration aims to integrate next-generation digital technologies with modern infrastructure to accelerate Ethiopia’s digital transformation, strengthen the country’s digital economy and build a resilient, intelligent and future-ready digital ecosystem that supports inclusive economic growth and national development.

As part of the proposed partnership, Inspur Software Technology would contribute expertise in advanced digital infrastructure, including the design and deployment of high-performance computing systems, AI-ready data center solutions, cloud computing platforms and intelligent digital infrastructure.

The companies also explored opportunities to jointly develop localized digital applications and industry-specific solutions tailored to Ethiopia’s market to accelerate digital adoption across key sectors. Discussions further covered collaboration in AI computing infrastructure, cloud services, enterprise digital transformation, smart industry solutions, talent development, technology transfer, research and innovation.

Beyond Ethiopia, the parties discussed leveraging their complementary capabilities to pursue opportunities across Africa, with the goal of advancing regional digital transformation, digital inclusion and sustainable economic growth.

During the meeting, Lin Shuai and Gao Xinjie praised Ethio Telecom’s transformation from a traditional telecommunications operator into one of Africa’s leading digital services and technology companies. They also expressed interest in establishing a long-term strategic partnership that would extend beyond Ethiopia to jointly pursue opportunities across the African market.

Following the discussions, CEO Frehiwot Tamru instructed the respective technical teams to fast-track the development of a comprehensive cooperation framework and implementation roadmap. The preparatory work is expected to pave the way for a future executive-level engagement to formalize the partnership and begin implementing strategic initiatives aimed at supporting Ethiopia’s and Africa’s digital future.
