The Right to Shelter Foundation of Namibia at Gobabis has expelled its local authority councillor, Dina Fillemon, as of 5 February.
Foundation head Veronica Mokaleng-Kuzeeko on Thursday said the expulsion of Fillemon, who is also the town’s deputy mayor, stems from her controversial swearing-in last year.
“Fillemon’s expulsion was done in accordance with the Right to Shelter Foundation’s constitution and the principles of natural justice.
“Because her council seat was tied to her foundation membership, she also lost her positions as local councillor and deputy mayor by operation of law . . ,” she said.
Mokaleng-Kuzeeko said Fillemon’s name was erroneously entered in the Electoral Commission of Namibia’s system.
The foundation head said the organisation has learnt that despite her expulsion, Fillemon continued attending council meetings as a councillor and deputy mayor.
She also engaged officials at the Office of the Omaheke Governor, Mokaleng-Kuzeeko said, adding that such conduct constitutes the unlawful misrepresentation of authority and has no legal effect.
The foundation has formally notified all relevant authorities of Fillemon’s expulsion, including the Gobabis municipality and the Ministry of Urban and Rural Development, she said.
Mokaleng-Kuzeeko said the executive director od urban and rural development, Wilhelmine Shivute, was served with a written notice by the foundation’s legal practitioner.
“The Right to Shelter Foundation of Namibia dissociates itself from any representation made by Filemon after 5 February 2026 and reserves all rights to seek appropriate relief under Namibian law,” she said.
