By Breaking Belize News Staff (HP): The Ministry of Finance has issued a detailed statement on the proposed Belize Revenue Authority, addressing questions raised by employees and the public.
The Authority would replace the Belize Tax Service Department with a semi autonomous body established by law.
Government says the current public service structure was not designed around the operational needs of a revenue administration. Recruitment processes can be lengthy, specialised positions do not fit easily within traditional job classifications, and there is limited flexibility to attract and retain technical skills.
Modern tax administration now requires expertise in compliance risk management, forensic auditing, data analytics, international taxation, transfer pricing, cybersecurity and digital services.
On the question of autonomy, the statement is clear that the BRA will not have authority to create or impose taxes. Taxes and fees will continue to be established through legislation, with the Authority administering those laws.
The Minister of Finance remains responsible for fiscal and revenue policy. An Advisory Board will provide oversight, while a Chief Executive Officer manages day to day operations.
Existing employees will be required to apply for positions within the BRA under a redesigned structure.
