Not One Unit Has Sold at Luxury Condo Built on Surfside Collapse Site

*Five years after the Champlain Towers South collapse took the lives of 98 residents in Surfside, Florida, not one condo has sold in the luxury development rising in its place.

Dubai-based developer Damac Properties, which paid $120 million for the 1.8-acre site in a court-ordered auction in 2022, has yet to generate a single confirmed sale, PEOPLE reports. The redevelopment was met with significant public opposition, as voices in the community argued the grounds should serve as a place of remembrance for those lost in the 2021 disaster.

The company unveiled the Delmore in January 2025 — a 12-story boutique condominium featuring 37 units starting at $15 million, with average prices ranging between $35 and $40 million and penthouses potentially exceeding $150 million.

Not one contract has been signed. Jeffrey Rossely, a senior vice president of development at Damac, acknowledged the project’s debut was not well timed, The Real Deal reports.

“The initial soft launch we did in January 2025 was premature,” he said. “We discussed that with the sales team. We thought we would have the sales gallery finished in February [2025]. We also thought the market would pick up after the inauguration of the President.”

Rossely also pointed to Damac’s limited U.S. development track record as a contributing factor, noting the company has primarily built across the UAE, Saudi Arabia, Iraq, and the U.K. “There’s a degree of reasonable skepticism so we needed to prove this was going to happen,” he said.

The company is now weighing a possible partnership with an outside developer to move the project forward. “A number of parties have approached us, and we are having discussions to see whether we go down that route but under no circumstances would we be leaving the project,” Rossely said.
