City launches ash scattering site at Surrey Public Wharf

THE City of Surrey is launching its reservation system for a pilot project at a designated waterfront space at Surrey Public Wharf, where families can gather to honour loved ones through memorial ash scattering ceremonies.

“For many families, the spreading of a loved one’s ashes in flowing water is an important cultural, religious and personally significant practice,” said Surrey Mayor Brenda Locke. “This project provides a safe and respectful place where families can come together to remember loved ones and honour traditions deeply meaningful to them.”

The pilot project responds to community needs for a designated location for memorial ash scattering ceremonies and reflects the City’s commitment to supporting the diverse cultural and faith traditions of its residents. In 2024, City Council directed staff to identify a suitable site along the Fraser River, with funding approved as part of the 2025 capital project budget. Surrey Public Wharf was selected following technical review, community engagement, and environmental assessment. Engagement with the Indigenous community is ongoing.

“Over the past few years, City staff have worked closely with community and agency partners to help shape this project,” said Locke. “Environmental assessments have confirmed that the site can be used safely, and we’re proud to move ahead with a project that balances cultural inclusion, environmental stewardship and shared public use.”

To support respectful shared use of the park during the pilot, families planning an ash scattering ceremony will be required to reserve a date and time in advance by completing an online booking form from the City of Surrey’s website starting September 21.

Park improvements have been made to support ash scattering ceremonies and the needs of other park users. Community feedback during the pilot project will help guide future enhancements to the park.
