At least 555 Members of Parliament are expected to be sworn in following the expiry of the five-year term of the 11th Parliament, which began in 2021.
In January, Uganda went to the polls to elect the President and Members of Parliament who will serve in the 12th Parliament, which runs up to 2031.
The Constitution provides that Parliament shall consist of Members directly elected to represent constituencies; one woman representative for every district; representatives of special interest groups, including the army, youth, workers, persons with disabilities and others as Parliament may determine; as well as the Vice President and Ministers who, if not elected Members of Parliament, sit as ex officio members without voting rights on matters requiring a vote.
The 11th Parliament comprised 555 Members, including 353 directly elected constituency representatives, 146 district woman representatives, and 30 representatives of special interest groups such as the army, youth, persons with disabilities, workers and older persons. It also included ex officio members.
Members of Parliament-elect to the 12th Parliament will take the oath of office on May 13, 14 and 15, 2026, at Parliament House. The exercise is provided for under the Constitution and the Rules of Procedure of Parliament.
Article 81(4) of the Constitution provides that every person elected to Parliament shall take and subscribe to the oath of allegiance and the oath of a Member of Parliament as set out in the Fourth Schedule to the Constitution.
Clause 5 further provides that, except for the purpose of taking the prescribed oaths, no person shall sit or vote in Parliament before subscribing to them. The Rules of Procedure of Parliament also reinforce this requirement.
Rule 3(1) provides that every Member shall, before formally taking his or her seat in Parliament, take and subscribe, in the manner prescribed by law, the oath of allegiance and the oath of a Member of Parliament as set out in the Fourth Schedule to the Constitution.
Sub-rule (2) stipulates that, except for the purpose of taking the oaths, no person shall sit or vote in Parliament before subscribing to them.
Sub-rule (3) provides that the Clerk to Parliament shall administer the oaths prior to the first sitting of Parliament.
