Popular Democratic Movement president McHenry Venaani wants sectors like education and health, which continue to receive the biggest shares of the national budget, to be measured on their output.
Venaani said this in the National Assembly on Wednesday, while contributing to a discussion on the government’s budget for the 2026/27 financial year.
Although education and health are of social importance, he is of the view that it is high time that the government starts measuring results from the sectors rather than spending more on these sectors, Venaani said.
“We must start measuring the value of input versus output. We are spending too much money on education but the output is not there and if we do not measure the output, we will become the same people who did the right thing correctly but never get the results that they want,” he said.
Venaani said the government needs to be more effective in its thinking to get the intended output from its investment in these sectors.
He further cautioned that without reforming the civil service in respect of money spent on salaries, it will continue being a burden on the government, hence reforms must be a matter of priorities.
Venaani further said the country is moving towards industrialisation, yet there seems to be no direction as to what industrialisation it is focusing on.
