City Lawyer Buzibira Struck Off in Shs1.2Bn Land Fraud Scandal

Shock and outrage have gripped Uganda’s legal fraternity after Kampala lawyer Richard Buzibira was dramatically struck off the Roll of Advocates over a multi-billion shilling land fraud scheme.

The tough ruling by the Law Council followed explosive allegations that Buzibira forged land documents and orchestrated fraudulent compensation claims worth Shs1.2 billion.

The complaint, filed by Pastor Walugembe, exposed what investigators described as a carefully executed web of deceit involving fake sale agreements and forged signatures.

Evidence presented before the Disciplinary Committee revealed that Buzibira allegedly fabricated documents showing that one Sunday Joseph had sold land to Warren Mwesigye, before falsely claiming he had authority to receive compensation funds on Mwesigye’s behalf.

The committee found the transactions to be outright fraudulent and a gross abuse of professional conduct.

In a stinging judgment, the Law Council not only expelled Buzibira from legal practice but also ordered him to pay Shs10 million in compensation to Pastor Walugembe, along with an additional Shs2 million in costs.

The decision effectively ends Buzibira’s legal career, marking one of the most high-profile disciplinary actions in recent years.

The disgraced lawyer is no stranger to controversy. He previously appeared before Parliament’s COSASE alongside associate Kyle Lubega over another Shs2 billion land compensation scandal in Kagadi District.

The case has reignited public anger over rampant land fraud in Uganda, with many now calling for tougher action against rogue lawyers exploiting vulnerable landowners.

Regulators say the crackdown is far from over, warning that more heads could roll as authorities intensify the fight against corruption and forgery in the country’s troubled land sector.
