MWANZA: IN an era where accountability, transparency and prudent management of public resources have become central pillars of local government administration in Tanzania, Kwimba District Council in Mwanza is increasingly emerging as a model of effective governance and financial discipline.
The council’s recent achievement of receiving a clean audit opinion for four consecutive years has not only attracted praise from regional leaders but has also sparked discussions about how strong financial management can translate into meaningful development for citizens.
Speaking during the Public Accounts Committee session on the Controller and Auditor General (CAG) report held recently, Mwanza Regional Commissioner Mr Said Mtanda commended the council for maintaining clean audit reports over an extended period.
“I congratulate you for obtaining a satisfactory audit opinion for four consecutive years. This is a significant achievement and demonstrates commitment to accountability and proper management of public resources,” he said.
The recognition comes at a time when local government authorities across the country are under increasing pressure to improve financial management, eliminate audit queries and ensure that public funds are directed toward projects that improve people’s lives.
Beyond Audit Reports
While receiving a clean audit opinion is an important milestone, experts argue that the real value lies in what such achievements represent.
A clean audit opinion indicates that financial records are properly maintained, expenditures follow established procedures and public resources are managed in accordance with laws and regulations.
For Kwimba, the achievement reflects years of strengthening internal controls, improving financial reporting systems and ensuring compliance with government guidelines.
According to representatives from the Office of the Controller and Auditor General, the council satisfied auditors after a thorough examination of its financial statements and operational procedures.
Presenting the audit findings on behalf of the CAG’s office in Mwanza Region, Richson Ringo noted that Kwimba District Council had consistently maintained sound financial management practices, enabling it to continue receiving clean audit opinions.
He emphasised that the council has demonstrated a positive trend in addressing audit recommendations and improving accountability mechanisms over the years.
Revenue Growth Signals Economic Potential
Another area that earned praise from regional leadership was the council’s remarkable growth in local revenue collection.
Figures presented during the meeting showed that revenue collections increased from approximately 3bn/- during the 2023/2024 financial year to nearly 5bn/- in the 2025/2026 financial year.
The increase reflects improved revenue administration, stronger enforcement of collection mechanisms and expansion of local economic activities within the district.
Regional Commissioner Mr Mtanda described the growth as an encouraging sign that the council is building a stronger financial base capable of supporting development initiatives.
In many local authorities, revenue generation remains one of the biggest challenges due to limited economic activities, inadequate collection systems and dependency on central government allocations.
Kwimba’s performance therefore demonstrates that strategic management and commitment can significantly enhance local revenue mobilisation.

The Challenge of Thinking Bigger
Despite the positive performance, Mr Mtanda challenged the council to shift its development strategy from implementing numerous small-scale projects to pursuing larger transformational investments.
He argued that while small projects serve immediate community needs, larger projects often create lasting impact and become symbols of development for future generations.
“Start planning and implementing projects worth one billion shillings and above. Such projects may take several years to complete, but they leave a lasting mark and significantly transform communities,” he advised.
The call reflects a growing policy direction among government leaders who want local authorities to undertake strategic projects capable of stimulating economic growth, creating employment opportunities and improving service delivery on a broader scale.
Development analysts observe that large-scale investments in infrastructure, health facilities, water systems, markets and educational institutions often generate long-term benefits that extend beyond individual communities.
Ensuring Revenue Benefits Citizens
Mwanza Regional Administrative Secretary Mr Balandya Elikana also commended Kwimba for achieving 106 per cent of its revenue collection target during the 2025/2026 financial year.
However, he stressed that revenue collection should not be viewed as an end in itself. Instead, the resources generated must be invested in improving services that directly affect citizens.
“The success of revenue collection must be reflected in better services for wananchi. People should see improvements in education, healthcare, water supply and other essential services,” he emphasised.
His remarks highlighted an important principle of public administration: citizens are more willing to support revenue collection efforts when they can clearly see the benefits in their daily lives.
Across Tanzania, local authorities are increasingly being encouraged to link revenue performance with measurable improvements in service delivery, ensuring that development is both visible and sustainable.
Strengthening Accountability Through Technology
Another key issue discussed during the meeting was the implementation of the Public Employees Performance Management Information System (PEPMIS).
Balandya directed heads of departments and units to closely supervise employees and ensure they properly update their responsibilities and performance records within the system.
He warned that failure to enforce compliance would result in accountability measures against supervisors.
The emphasis on PEPMIS reflects the government’s broader efforts to modernise public administration through digital systems that improve efficiency, transparency and performance monitoring.
As Tanzania continues to embrace digital governance, effective utilisation of such systems is expected to reduce audit queries, improve employee accountability and strengthen overall institutional performance.
A Collective Responsibility Opening the meeting, Kwimba District Council Chairperson Lameck Hole called upon participants to contribute constructive recommendations that would help address remaining audit issues and further strengthen the council’s governance framework.
His appeal underscored the importance of collective responsibility in achieving development goals.
While political leaders provide direction, sustainable progress depends on collaboration among administrators, technical experts, employees and citizens.

As Kwimba celebrates four consecutive clean audit opinions and impressive revenue growth, the district now faces a new challenge: converting strong financial performance into transformative development projects that leave a lasting legacy.
