Kenya Regulator Opens Consultation on Licensing GSM-Based Alarm Response Systems

Kenya’s Communications Authority (CA)  has launched a consultation on a proposed licensing framework for alarm response systems as the regulator moves to establish clearer requirements for GSM-based security alarm services.

The Authority said technological advances have led to the growing deployment of GSM-based alarm response systems by various organisations. These systems use SIM-enabled devices and licensed public mobile networks to transmit alarm signals.

The review is intended to define the regulatory scope of these systems, establish applicable licensing requirements and procedures, protect consumer interests, and promote compliance and service reliability.

As part of the process, the CA has developed a consultation paper outlining the proposed review of the Alarm Response Systems Licensing Framework and providing guidance to stakeholders on how to submit their views.

The regulator is specifically seeking stakeholder input on the proposed framework for licensing non-spectrum-based alarm response systems. Members of the public and stakeholders in the alarm response sector have been invited to submit their comments within 30 days of the notice’s publication.

The consultation forms part of the CA’s broader regulatory responsibilities covering telecommunications, cybersecurity, e-commerce, broadcasting and other information and communications services in Kenya.

The Authority said stakeholder feedback will help inform the development of the licensing framework for alarm response systems and ensure that the emerging services operate within an appropriate regulatory environment.
