As consumers and businesses adjust to higher water rates, the National Utilities Regulatory Commission (NURC) is defending its decision to approve WASCO’s tariff increase, insisting that consumer protection measures and long-term investment needs were key factors in the final determination.
NURC Chairman Lawrence Nervais said the Commission’s review of WASCO’s Triennial Tariff Review application was guided by evidence, regulatory requirements and public consultation, rather than arbitrary decision-making.
“The NURC is duty-bound to look at this from a scientific perspective, evidence-based, considering all the parameters, including the costs of the operator,” Nervais said. “We, of course, have to look at the impact on the consumers and the customers.”
His comments come as many Saint Lucians seek clarity on the reasoning behind the increase, which will result in higher charges for several categories of consumers over the next two years.
According to Nervais, the Commission sought to reduce the impact on households by approving a phased implementation approach. The first adjustment takes effect this month, while a second increase is scheduled for January 2027.
“By phasing it in, it means that the initial impact will be less,” he explained. “That way, consumers will not get a huge negative impact of any increase.”
The NURC Chairman also highlighted what he described as a major consumer protection measure within the new tariff structure. The rate for domestic customers using up to 2,000 gallons of water per month will remain unchanged, a move intended to shield lower-income and vulnerable households from the increase.
“And we decided that the lowest tier, the basic tier, which is 0 to 2,000 gallons, we will not increase the rate,” Nervais said.
The Commission’s explanation follows public discussion surrounding the revised tariff structure, which includes significant increases for higher levels of domestic consumption as well as commercial, government, hotel and marine users.
Under the approved rates, domestic customers consuming more than 2,000 gallons per month will pay substantially higher charges, while hotels and commercial entities are expected to see some of the largest increases by January 2027.
Nervais said the Commission was also guided by extensive stakeholder consultations during the review process, during which members of the public and other interested parties were given an opportunity to provide feedback on WASCO’s proposals.
He maintained that the decision was made within the framework established by law and was intended to balance affordability with the long-term sustainability of Saint Lucia’s water sector.
As debate over the increase continues, the NURC says the revised tariff structure is aimed at ensuring WASCO can maintain and improve critical infrastructure while continuing to provide reliable water services across the island
