*A disturbing child abuse investigation in Tolleson, Arizona, has led to charges against a mother and stepfather after authorities say a 9-year-old boy was restrained and injured inside his home.
According to Law and Crime, the case involving Rita Barr and Staffon Barr came to light after the child sought help at school, complaining of pain in his arm and chest. A school nurse later observed visible injuries and alerted authorities, triggering a formal investigation by law enforcement and child welfare officials.
According to investigators, the child described a situation in which his stepfather allegedly used handcuffs to restrain him during punishment. The boy said he was first placed in restraints behind his back before managing to move them forward, after which he was reportedly secured to a dining room table.
Authorities say the alleged discipline escalated further when the child reported being struck multiple times with a tree branch while restrained. The object was later recovered from inside the family’s home, according to police.
The child’s sister also reportedly told investigators she had witnessed similar behavior in the household, including past incidents where a stick was used for punishment. She said the item was kept inside the home and had been used before when the boy misbehaved.
Investigators allege the stepfather told them the punishment was meant to “show him what happens to bad kids,” referencing his job at a juvenile detention facility in explaining his approach to discipline.
After the school report, authorities launched a wider inquiry involving interviews with the family and coordination between the Tolleson Police Department and the Arizona Department of Child Safety. Evidence gathered from the home, including the alleged object used in the incident, was documented as part of the case.
Officials say the investigation remains active as both suspects face felony child abuse and aggravated assault charges.
